Yangmingshan Flower Festival-Goers Advised to Use Public Transportation
Yangmingshan Flower Festival 2014 will take place from Jan. 29th to Mar. 9th. The mountainous Yangmingshan area offers limited roadside parking; therefore, it becomes invariably crowded on weekends or holidays during the annual flower festival. To reduce congestion, Taipei City Government has implemented a traffic control measure that involves the running of shuttle buses, offering discount for underground- parking rates at Fulin Park, and raising parking rate for facilities in the mountain area. Details are provided below:
1. Expanded weekend/holiday traffic control on Yangde Blvd.:
On weekends/holidays, the traffic control for uphill traffic on Yangde Blvd. will begin at the Fuxing Bridge and last from 6AM to 4PM; the control for downhill traffic will begin at the intersection of Sec. 1, Yangming Rd. and Zhongheng St., lasting from 2PM to 6PM. Both the uphill and downhill traffic control will be imposed on light-duty passenger cars, trucks or vans. A one-way control will be imposed on traffic moving along Zhongxing Rd. (near Yangming Park) toward Yangmingshuwu via the Flower Clock. Meanwhile, Sec.1, Hushan Rd. (between Flower Clock Square and Yangjin Highway) will be closed to traffic.
2. Flower Festival Shuttle Buses:
(1) Flower festival-goers can take Bus 260 or Flower Festival Shuttle Bus 126 at Taipei Main Station; Bus 260, 303, Red 5, Mini Bus 15, Leisure Bus 111, Flower Festival Shuttle Bus 126 or 127 at MRT Shilin or Jiantan Station; Leisure Bus 129, 230, Mini Bus No. 9 or 25 at MRT Beitou Station; Bus No. 535, Mini Bus 8 or Leisure Bus 128 at MRT Shipai Station; Yangmingshan-bound Bus 681 at MRT Jiannan Rd. Station; Leisure Bus 109 at MRT Wanfang Community Station.
(2) Wheelchair-accessible public transport service:
A) The Flower Clock route of Bus 260 runs between Taipei Main Station and Yangmingshan’s Flower Clock (two-zone fare). High-capacity rehab buses (with 6 wheelchair-accessible seats each) and low-floor buses (with 2 wheelchair-accessible seats each) are available on this fixed-schedule route.
B) The wheelchair-accessible taxi booking service is available every day, with fare calculations based on the regular rate schedule. To book a taxi ride to the flower festival, call the taxi fleet directly at 4128333, or dial the toll-free number of Taipei City Public Transportation Office (0800-055850; press 3 after getting through).
(3) To encourage the use of public transit services, drivers who take advantage of Fulin Park’s underground parking lot and then switch to public transit will enjoy a parking exemption for the first 3 hours. The following parking facilities are also available for drivers who consider changing to a Yangmingshan-bound bus:
A) From the underground parking lot of Bailing Senior-High School: transfer to Yangmingshan-bound buses departing from MRT Jiantan Station, namely No. 126, 127 and 260 (incl. shuttle and Flower Clock route), 303, Red 5 or Mini Bus 15.
B) From the Fulin Park Underground Parking Lot: Bus Red 5, Mini Bus 15 (incl. shuttle), 109, 111, 126, 127 and 260 (incl. shuttle and Flower Clock route) or 303 (including shuttle).
C) From the parking tower of Taipei Veterans General Hospital: Bus 128 or Mini Bus 8.
3. During the flower festival, some parking facilities in Yangmingshan will serve as bus terminals with roadside parking predicted to be scarce. To bolster the parking turnover rate in the festival period, there will be an increase in parking rates across Yangmingshan. Details of the parking rate adjustments are stated below:
(1) The parking lot at Flower Clock Square will be reserved for buses and vehicles with handicapped certificate only.
(2) A time-based pricing policy will apply to light-duty passenger vehicles in the parking tower (i.e. NT$60/hr during 7AM-7PM; NT$30/hr during 7PM-7AM) while motorcyclists will be charged NT$20 pay-per-park.
(3) The Second Parking Lot will be closed 7PM-7AM during the flower festival, with each floor designated for a specific purpose:
A) The 1st floor: a vehicle impoundment lot.
B) The 2nd and 3rd floors (7AM-7PM): parking lots for high-capacity coaches, which will be charged NT$200 pay-per-park while enjoying a parking exemption for the first 30 minutes.
C) The 4th and 5th floors: bus terminals.
D) The parking spaces under the trees, usually reserved for light-duty passenger vehicles, will serve as a bus terminal on holidays. (Between 7AM-7PM on weekdays, light-duty passenger vehicles parking in this area are charged NT$60/hr).
