In response to the issue raised regarding the purchase of a monthly pass for the disabled at public car park, where the disabled have to personally purchase the pass

Taipei City Council raised the issue of the purchase of monthly pass for the disabled in Taipei City, where disabled persons have to personally purchase it every month. In response, Taipei City Parking Management and Development Office (PMDO) expresses that according to the “Regulations Governing the Management of Handicap Parking Spaces”, disabled parking space benefit is to be enjoyed by the disabled, and if they do not use a vehicle, they shall not claim the benefit.
PMDO pointed out that the disabled parking benefit is solely for the disabled person; a vehicle shall not make use of the benefit if the disabled person does not ride in it. If, according to the spirit of the provisions mentioned above, the disabled person still needs to be checked by the attendant whenever he/she enters or exits the car park, even if he/she has purchased the disabled monthly pass, this would cause much inconvenience. Therefore, to allow the disabled to enter and exit the car park more conveniently, PMDO has decided to relax the provision by stipulating that the disabled only need to purchase the monthly pass personally every month, to reduce their inconvenience.
Pertaining to the simplified purchase regulation suggested by Taipei City Council and the issues of verification, PMDO said that it would review whether to combine the license plate recognition system and monitoring system to check if the disabled is riding on the vehicle with disabled parking space benefit, so as to ascertain that the benefit is enjoyed by the disabled person him/herself.
