Replacement of the monthly pass with e-Tag after the City outsourced its public parking lots
Regarding the written inquiry from Taipei City Council about the replacement of the monthly pass with e-Tag after Taipei City outsources its public parking lots, Taipei City Parking Management and Development Office clarifies that taking into account the high traffic volume at the underground parking lot in front of Taipei City Hall during peak hours, the outsourced company decided to adopt the long distance RFID sensor approach to track vehicles in and out of the park lot, which is able to read the car’s e-tag without the need for lowering the car window. This reduces the waiting time to swipe cards, increasing convenience and allowing speedy entry/exit of the parking lot after swift sensing of cars. If any car owner with a monthly pass does not wish to use e-tag, the outsourced company will provide other methods of entry/exit.
The Office says that currently, the outsourced company only uses the e-Tag to track the entry/exit of cars. The card reader is only able to read the card and is unable to connect with banks for fee deduction; for cars without the installation of e-Tag, the company will provide other electronic tags free of charge for the public’s speedy entry/exit to/from the parking lot. The electronic tag provided is not related to the highway toll collection system. Unlike the electronic toll collection system, the electronic tag is unable to process fee deduction on freeways and can only be used to monitor entry/exit to/from the parking lot.
The Office states that the personnel from the outsourced company might not have explained very clearly when selling the tickets, causing the public to mistake the electronic tag installed as the e-Tag for the toll collection on freeways. As a result, the Office has asked the outsourced company to clarify the differences to prevent the public’s misunderstanding. However, if any user does not wish to install the tag, the outsourced company will provide alternative entry/exit methods to increase the public’s convenience.
