    "title": "What are the strategies from the Taipei City Government in dealing with Neihu Technology Park’s traffic congestion?",
    "Content": "In recent years, the number of enterprises entering the Neihu Technology Park has gradually increased, and the resulting traffic and commuting problems are also growing day by day. With the orientation of developing mass-transit systems as its strategy, the Taipei City Government Department of Transportation has planned for the MRT Wenshan-Neihu Line and connecting shuttle buses, using a variety of channels to promote various transfer facilities and schemes, dispersing traffic and reducing the use of personal transport, to provide comprehensive transport services to solve the traffic problems of Neihu Technology Park. Furthermore, in order to implement the use of additional parking spaces in the buildings within Neihu Technology Park and solve traffic and parking issues, the Construction Management Office of the Department of Urban Development, has carried out an inspection of the additional parking spaces in the buildings within Neihu Technology Park. The Department of Transportation also completed 2 separate general traffic examinations of Neihu Technology Park in 2005 and 2011, focusing on road bottlenecks, parking issues, public transport and taxi scheduling issues to review and propose improvement plans, in the hope that the traffic problems of Neihu Technology Park can be improved and to promote industrial development.We established a cross-agency, prefecture-level project team to collaboratively address issues comprehensively on January 17, 2023. The implementation focuses on three major axes: &quot;Clearing Intersections,&quot; &quot;Increasing Public Transport Capacity to Reduce Automobile and Motorcycle Usage,&quot; and &quot;Enhancing Traffic Improvement Projects to Ensure Smooth Traffic Flow.&quot; Initiatives include augmenting police presence to ensure intersection clearance, boosting public transportation capacity by adding 22 YouBike stations, implementing the National Freeway Bus 9005 optimization project, introducing express buses for the inner city, and establishing buses for the northern loop. We are also consistently advancing the construction of the MRT Eastern Ring Line and the Minxiong Line. Additionally, we have implemented 19 traffic engineering improvement measures, such as adjusting signal timings and eliminating motorcycle waiting zones, to enhance traffic conditions in Neihu.Furthermore, we collaborate with the Taipei Neihu Technology Park Development Association to facilitate partnerships with businesses in promoting green commuting initiatives for employees. Together with corporate entities and their employees within the industrial park, we work collectively to improve transportation in the Neihu area.",

    "Content": "The City defines bicycles as primarily for recreational use and secondarily as a short-distance means of MRT transfer. The City hopes that they will gradually replace motorcycles as a short-distance means of transportation within neighborhoods and communities.The Department has in recent years recognized the effect of motorcycles on traffic order and road safety. Therefore, with respect to traffic policy, the City categorizes motorcycles as an urban transportation means, and has set a policy goal of a zero growth rate in motorcycles. To accomplish this, the City will gradually introduce a number of motorcycle-use management measures, including instituting motorcycle parking fees, regulating motorcycle parking in arcades and on sidewalks, creating street-side motorcycle parking spaces, formulating laws regulating motorcycle parking spaces for buildings, reserving motorcycle lanes, and heightening traffic law enforcement with respect to motorcyclists, to control motorcycle use effectively. In addition, in order to highlight the link between motorcycles use and estimated social cost, the Department will in the near future impose off-street motorcycle parking fees, and conduct a trial of street-side motorcycle parking fees to curb motorcycle use. At the same time the Department will continue to integrate public transportation, including routes, frequency, and information, and set up downtown bicycle lanes for short-distance transfer purposes in hopes of providing efficient and more reliable public transportation services. By so doing, we hope to encourage motorcyclists to switch to public transportation. We believe that the above motorcycle-management policies and other measures would graduallly discourage motorcycle use, and improve traffic order and road safety in the City, and therefore solidifying Taipei&rsquo;s model transportation service as a role model to other cities and counties.",

    "Content": "1. According to regulations stated in the Act Governing the Punishment of Violation of Road Traffic Regulations, sidewalks are designed exclusively for pedestrians.  Under circumstances that no threats would be posed to pedestrians and their traveling safety, bicycling on sidewalks (“Joint Pedestrians/Bicyclists Roadway”) - where signs and marks have been demarcated - would be conditionally permitted.  Otherwise, bicycling on sidewalks should be strictly prohibited.  Also, pedestrians have the right of way on “Joint Pedestrians/Bicyclists Roadway.”2. On sidewalk sections where bicycling is permitted, bicyclists should stay on designated bike lanes, or on the right side of slow lanes.  On sections where slow lanes are not available, bicyclists should always stay on the ride side of the road, and shall not encroach upon fast lanes or sidewalks.  Bicyclists shall not cross the roadways where crossing is prohibited. ",

They violate the law by riding on the sidewalks, and inadvertently pester pedestrians by ringing the handlebar bells, or yelling at pedestrians to give way.  Before bicyclists learn to abide by the law, awareness campaigns and trainings should be implemented to help the general public build a better understanding in related regulations, the proper bicycling etiquette and offenses to be avoided.  The City Government (the Department of Transportation) has designed posters, fliers/leaflets, short clips and radio broadcast messages to strengthen awareness on bicycling safety to ensure orderly bicycling and pedestrian safety.
