    "Content": "Due to high motorcycle parking demand in Neihu Technology Park, riders often struggle to find an available space. In order to improve parking order and protect the rights of motorcycle users, the Taipei City Parking Management and Development Office (PMDO) will begin charging for motorcycle street parking on 11 designated roads within the park, such as Lane 135, Section 2 of Jiuzong Road, and Lane 15, Section 6 of Minquan East Road, starting on September 8, 2025. This policy measure aims to increase turnover, reduce long-term occupation of spaces, and provide parking availability for those who truly need it.&nbsp;According to PMDO, Neihu Technology Park hosts a large working population, and traffic peaks during commuting hours. Since weekday street parking demand is high, it makes short-term parking for business or official visits difficult. By introducing motorcycle parking fees helps increase space turnover, and experience proven this is an effective approach. PMDO will continue to monitor parking usage in the area and make rolling adjustments as necessary.&nbsp;The office encourages the public to make greater use of public transportation to build a more convenient, safe, and friendly travel environment. This will also help ensure that riders who need short-term parking can more easily find a space.",

    "title": "Safety First! Gongguan Roundabout Improvement with “Orthogonal Intersection” Expected to Reduce Accident Rate by at Least 60%",
    "Content": "The &ldquo;Roosevelt Road and Keelung Road Intersection Traffic Safety Improvement Project&rdquo; prioritizes traffic safety. Based on international literature, on-site observations, and discussions at the expert review committee, the orthogonal intersection design has been confirmed to provide greater safety benefits than standard lane marking improvements, with an estimated accident reduction of over 60%. Bus-only lanes will also be retained to maintain optimal public transportation efficiency. Regarding the proposed improvements to road markings, after reviewing international literature and conducting on-site observations of actual traffic flow at the Gongguan Roundabout, the potential accident reduction from modifying road markings is estimated at about 5&ndash;12%, which is rather limited. In contrast, the orthogonal intersection design is estimated to have a 63% potential for improvement. This conclusion has also been confirmed through expert review and finalized in committee discussions.As for the reason for filling in the bus-exclusive underpass, the roundabout requires a hollowed-out central island. Retaining the hollow section would require vehicles to pass over it, which demands sufficient structural strength. Preserving the underpass would necessitate capping the central island and constructing foundation piles on both sides of the roadway, with an estimated construction period of about two years. This approach would occupy two inner lanes of the roundabout, causing significant traffic disruption. Furthermore, only three lanes would remain at surface level, one of which is for left turns, leaving insufficient capacity for through traffic. By contrast, filling in the underpass requires an estimated construction period of about two months, with a smaller work zone and relatively minor traffic impact. It also allows additional road space to add another lane, effectively improving traffic flow at the surface-level intersection.Bus-only lanes will be maintained but converted to surface-level lanes. With coordinated traffic signals at upstream and downstream intersections, simulations show that about 60% of buses will no longer need to stop at signals, while those that do will clear the intersection within a single signal cycle. Through buses on Roosevelt Road will remain on dedicated bus lanes, avoiding mixing with general traffic. Left-turning buses from Keelung Road to Roosevelt Road can directly enter the bus-only lane, reducing conflicts with general traffic&mdash;similar to the approaches on Ren&rsquo;ai Road or Xinyi Road&mdash;ensuring priority for public transport.This improvement plan has been repeatedly discussed with experts, scholars, and community groups, and presented to local stakeholders. After integrating all feedback, the orthogonal intersection design remains the optimal solution. Future improvements will continue to prioritize safety as the primary consideration.",

    "Content": "Every year, September 22 marks International Car-Free Day. Beginning on September 5, the Taipei City Department of Transportation will host the &ldquo;Green Transportation Fridays: Enjoy a Coffee on Us&rdquo; campaign for three consecutive weeks, inviting citizens to join in by leaving their cars at home on Fridays, using public transportation, and enjoying a cup of coffee.The Department of Transportation, Taipei Metro, and YouBike are jointly supporting the &ldquo;Green Transportation Fridays: Enjoy a Coffee on Us&rdquo; campaign. From September 5 to 19, every Friday between 7 a.m. and 10 a.m., the event will take place at four public transit locations (one YouBike station and three metro stations). By visiting the event booths and participating in any of three ways, the public can join the &ldquo;Friday Green Transport &ndash; Coffee on Us&rdquo; campaign. The first way is to like and share the designated post on the Department of Transportation&rsquo;s Facebook page to receive a coffee gift set; the second is to wear an action badge sticker to enjoy coffee served in a reusable cup; and the third is to ride to one of the participating YouBike stations, where riders can receive an additional themed gift. The event is simple and integrates green transport, allowing citizens to recharge with energy during their commute while gradually incorporating a low-carbon lifestyle into daily life, making every Friday a more pleasant experience.In addition, on September 19, the Department of Transportation and the Department of Education will co-host a &ldquo;Low-Carbon School Day&rdquo;, inviting students (K-12) and parents to walk, cycle, or take public transportation to and from school. Students who participate will also have the chance to receive a small gift.To further support green transport, Taipei City Government employees will also commute using green transportation on September 19, demonstrating their commitment to low-carbon living and inviting citizens to join in &ldquo;Car-Free Day and Green Transportation Fridays.&rdquo;Taipei City has promoted Car-Free Day for nearly 25 years. With well-developed public transportation, the NT$1,200 monthly commuter pass, and the policy of free YouBike rides for the first 30 minutes, citizens have increasingly shifted from private vehicles to green transportation. According to the latest survey by the Ministry of Transportation and Communications, in 2024 Taipei&rsquo;s green transportation usage reached 63%, and walking accounted for 20%&mdash;both the highest in the country.     "title": "Join Us in Training the ‘Taipei–New Taipei AI Bus Station Managers’",
    "Content": "To provide timely responses to passengers&rsquo; bus-related questions, enhance the convenience of riding buses, and reduce bus drivers&rsquo; workload, the Taipei Joint Bus Management Committee and the New Taipei City Public Bus Operators Association have introduced artificial intelligence (AI) into bus services. On August 11, 2025, they launched the nation&rsquo;s first &ldquo;Taipei&ndash;New Taipei AI Bus Station Manager&rdquo; &ndash; &ldquo;Station Manager Ah-Ming.&rdquo; Passengers can interact with Ah-Ming using natural, conversational language to quickly obtain information about bus services, making riding the bus simpler. At the same time, this reduces the need for passengers to ask drivers directly, helping drivers focus more on driving. Although the &ldquo;Taipei&ndash;New Taipei AI Bus Station Manager&rdquo; has been initially developed, it still requires ongoing training to improve the accuracy of its responses. Everyone is welcome to experience it, interact with Station Manager Ah-Ming, and help train the AI together.Passengers often encounter common questions when taking buses, such as which route to take, whether they are waiting at the correct stop, which stop to get off, fares, payment methods, or lost and found issues. These uncertainties may lead passengers to forgo taking the bus or ask the driver directly upon boarding, creating extra workload for drivers. To provide timely responses to passengers&rsquo; bus-related questions, the Taipei City Department of Transportation, New Taipei City Department of Transportation, and Taipei Public Transport Office proposed the concept of an AI-powered virtual bus station manager. They guided the Taipei Joint Bus Management Committee and the New Taipei City Public Bus Operators Association to develop the &ldquo;Taipei&ndash;New Taipei AI Bus Station Manager&rdquo; &ndash; &ldquo;Station Manager Ah-Ming.&rdquo; Using generative AI technologies, the system was trained with frequently asked passenger questions, bus routes, estimated arrival times, stop locations, and other bus-related information to understand user inquiries and generate appropriate responses.Passengers can ask questions in natural, conversational language and receive real-time information while waiting for the bus, improving convenience without needing to ask the driver on board. Currently, Station Manager Ah-Ming supports bilingual voice interaction in Mandarin and English, providing the following services:Bus route planning inquiriesEstimated arrival time inquiriesBus departure schedule inquiriesRoute stop information inquiriesOther bus-related inquiries (e.g., lost and found assistance, passenger service information)The &ldquo;Taipei&ndash;New Taipei AI Bus Station Manager&rdquo; &ndash; &ldquo;Station Manager Ah-Ming&rdquo; will be available for public interaction through two formats: a physical kiosk and QR code access. Locations in Taipei include the &ldquo;City Hall Bus Transfer Station&rdquo; (physical kiosk + QR code) and &ldquo;Taipei Main Station (Zhengzhou side, eastbound)&rdquo; (QR code only). In New Taipei City, it will appear at the &ldquo;Banqiao Bus Station&rdquo; (physical kiosk + QR code) and &ldquo;MRT Tamsui Station&rdquo; (QR code only). The pop-up event runs from August 11 to August 17, 2025, daily from 3:00 PM to 6:00 PM. During the event, the public can interact with Station Manager Ah-Ming via the physical kiosk or scan the QR code to ask questions (QR code usage is limited to the event locations). Although Station Manager Ah-Ming has been initially developed, ongoing training is still required to improve the accuracy of responses.     "Content": "Taipei Mayor Chiang Wan-an attended the inauguration of the electric bus facility at the Beitou Metro Depot today (2nd). This project was developed through a joint review by the Department of Transportation and the Public Transport Office on bus operators&rsquo; charging and scheduling needs, while Taipei Metro assessed available land and electrical resources within the depot. Danan Motor Company was responsible for the overall construction of the facility, which features 11 charging poles and 22 charging stations within the Beitou Metro Depot. Going forward, Danan Motor Company will manage the facility and make it available for all bus operators to share.Mayor Chiang Wan-an stated that the city government is actively promoting green transportation and the full electrification of urban buses, with the total number of electric buses expected to exceed 1,000 this year. This project places the charging facility inside the metro depot, taking advantage of the complementary usage patterns&mdash;metro trains mainly consume electricity during the day, while electric buses charge mostly at night&mdash;allowing land and electrical resources to be used most efficiently. It is a concrete demonstration of smart urban management.The Public Transport Office of Taipei City explained that, to enhance the safety of the charging facility, Taipei Metro and Danan Motor Company have installed high-standard advanced fire safety equipment at the depot, including mobile water mist systems and fire extinguishers specifically designed for lithium batteries. The Public Transport Office added that, starting today, 21 buses on Route 288, which serves the Shilin District and runs to Chongqing North Road, Nanjing East Road, and around City Hall, have also been replaced with electric buses. The total number of electric buses in the city now reaches 886, surpassing one-quarter of the fleet, providing citizens with a quieter and more comfortable riding experience.Taipei City hopes to use this successful project as a model for future shared charging facilities. Moving forward, the city will continue to assist bus operators in replacing aging diesel buses with electric ones and establishing charging stations, aiming to provide more convenient and user-friendly public transportation services, and advance toward full electrification of urban buses by 2030.",

    "Content": "Taipei Mayor Chiang Wan-an announced on June 28 that the city has been selected as one of the global finalists in the sixth Bloomberg Philanthropies Mayors Challenge, chosen from 630 city proposals worldwide. The Mayors Challenge this year aims to encourage cities to propose innovative solutions for municipal services that strengthen public service delivery. Through this competition, Taipei City will partner with the Bloomberg Philanthropies team on its proposal, &ldquo;How to Introduce Smart Systems to Address Issues Arising from Bus Driver Shortages and Enhance Public Transportation Service Quality,&rdquo; engaging in collaborative brainstorming with global experts and other finalist cities to generate innovative ideas.Taipei City&rsquo;s bus services cover the Taipei&ndash;New Taipei metropolitan area, serving approximately 6.5 million residents and carrying over 1 million passengers daily. Since 2020, bus driver staffing has been impacted by multiple factors&mdash;including the COVID-19 pandemic, an aging population, declining birth rates, and workplace stress&mdash;falling from 4,564 in 2019 to 3,652 in 2024, a substantial decrease of 912. Facing public transportation demand, the driver shortage has become an issue that must be actively addressed. Therefore, Taipei City submitted the proposal &lsquo;How to Introduce Smart Systems to Address Issues Arising from Bus Driver Shortages and Improve Public Transportation Service Quality&rsquo; to this year&rsquo;s Challenge. The proposal presents measures that utilize big data to optimize routes and schedules, provide passenger load information, and establish a bus academy to enhance training and professional development. The judges recognized its potential to address common challenges across cities. During the competition period, the Bloomberg Philanthropies will facilitate collaborative brainstorming sessions between experts and city teams to develop comprehensive improvement plans.Bloomberg Philanthropies stated that a total of 630 cities submitted proposals in this year&rsquo;s competition, fully reflecting the major challenges facing urban areas today. For example, one-third of the proposals from North America and Canada focus on housing and shelter issues; nearly half of the proposals from Africa aim to upgrade waste management; in the Asia-Pacific region, one out of every five applications addresses clean air, water resources, and infrastructure; while European applicant cities tend to emphasize social inclusion and poverty alleviation initiatives. In addition, the shortlisted cities were selected based on the innovativeness, impact potential, and feasibility of their ideas.     "Content": "Yongkang Street, one of Taipei City&rsquo;s most renowned tourist areas which earned international recognition and was named one of the coolest streets in the world by well-known travel magazine Time Out, will launch a &ldquo;Pedestrian-Friendly Weekend Walking Zone&rdquo; trial every Saturday and Sunday from 2&ndash;8 p.m., May 10 to June 10, 2025. Traffic control measures will be implemented around Yongkang Street&mdash;from Xinyi Rd. Sec. 2 in the north to Lane 14 and Lane 31 of Yongkang Street in the south, from Lane 198 of Xinyi Rd. Sec. 2 in the east to Lishui St. in the west. The goal is to create a safer and more enjoyable pedestrian experience during crowded weekends.Yongkang Street is home to many well-known unique shops. On weekend afternoons, visitors flood the area, especially in front of Yongkang Park, where several popular shops often attract long queues that spill over sidewalks and roads. To improve the pedestrian experience, this trial zone will open roadways for pedestrian use only. Though general vehicle access to the controlled area will be prohibited, flexible traffic control will be implemented to minimize disruption to local residents. Access will still be allowed for residents, shop owners, and emergency response vehicles, as well as delivery vehicles and taxis. The goal is to foster a more pedestrian-friendly environment while maintaining essential access. Special events will be held to enhance quality of life, including Mother&rsquo;s Day parent-child activities in Yongkang Park and weekend markets during the 2nd and 3rd weekend. The city encourages visitors to take public transportation such as the MRT, buses, or YouBike when visiting and fully enjoy a relaxing weekend at Yongkang Street.",

    "Content": "In line with the city&rsquo;s Net Zero City Autonomy Act, the Taipei City Department of Transportation has been actively promoting green transportation and enhancing the EV charging infrastructure, supported by subsidies from the Ministry of Transportation and Communications. Article 17 of the Act mandates the city to establish a widespread electric vehicle charging (or battery-swapping) system, with priority given to public buildings. As of now, Taipei leads the nation with 1,276 public EV charging stations, showcasing the city&rsquo;s commitment to the net zero mission and its continued efforts&mdash;through public-private partnerships&mdash;to expand smart charging infrastructure, optimize energy management, and create a more sustainable charging ecosystem for a low-carbon, livable city.In recent years, the city has vigorously promoted green transportation and infrastructure to accelerate urban transformation, making Taipei a smarter and more environmentally friendly metropolis. The Department of Transportation has focused on two main areas: public transportation (e.g., Megacity Pass 1200, 30-minute free YouBike rides, and personal carbon passport) and private vehicle management (e.g., EV charging infrastructure). According to the 2025 policy report, Taipei aims to become a &quot;livable city&quot; by providing residents with a more convenient, low-carbon lifestyle through green transportation and smart infrastructure.&nbsp;&nbsp;Through ongoing public-private collaboration, Taipei will continue to enhance EV charging facilities in public parking lots, making green transportation more accessible. With approximately 24,000 electric vehicles in Taipei, annual CO₂ emissions have been reduced by 54,000 metric tons&mdash;equivalent to the carbon absorption capacity of 139.53 Daan Forest Parks (one park absorbs 387 tons of CO₂ per year), thus creating a cleaner environment for citizens.The recent adoption of EVOASIS&#39;s &ldquo;AC Plug-and-Charge&rdquo; technology enables fully automatic charging with no additional user action, providing a more intuitive and user-friendly experience. The EVOASIS AC smart chargers are also integrated with an Energy Management System (EMS), which optimizes power allocation and load balancing, ensuring efficient and stable charging, and enhancing overall energy use efficiency. This combination of smart technology and sustainable development reinforces Taipei&rsquo;s progress toward a low-carbon, livable city and an EV-friendly urban environment.Moving forward, to meet the goals outlined in the 2025 policy report for a livable city, Taipei aims to increase the number of charging stations to 1,600 by the end of 2025, further upgrading green infrastructure and advancing low-carbon sustainability.     "Content": "Taipei City Public Transportation Office pioneered the adoption of Advanced Driver Assistance Systems (Advanced Driver Assistance Systems，ADAS) for city buses, launching pilot programs as early as 2017. Following a comprehensive evaluation in 2019, the city has mandated the installation of ADAS features&mdash;including forward collision warning, lane departure warning, and blind spot detection&mdash;on all city buses starting in 2020. These features help drivers take timely defensive actions, significantly improving driving safety.According to the Public Transportation Office, the city launched a ADAS subsidy program for buses starting in 2020, aiming for full implementation by the end of 2025. Thanks to active cooperation from bus operators, the city achieved full installation ahead of schedule on March 28, 2025, with a total of 3,384 buses now equipped with ADAS.Additionally, Taipei&rsquo;s large buses are already equipped with anti-pinch door sensors and door-closure warning devices. Due to limitations in sensor scope and reliability, the city only began installing active door safety sensor systems starting from 2024. Thanks to strong public-private collaboration, originally scheduled for full completion by 2030, the target has now been moved forward to 2026, with at least 80% of installations completed by the end of 2025 to further enhance passenger safety.",

    "Content": "Although emergency vehicles such as fire trucks and ambulances are granted priority road access and are not restricted by traffic signals during operations, they still face difficulties navigating congested roads and are at risk of accidents.To address this, Taipei City Traffic Engineering Office collaborated with the Fire Department to use GPS data from ambulances and fire trucks as input for an emergency vehicle priority signal control system. In 2024, the city completed the installation of this system on 29 heavily congested and traffic-sensitive road segments, covering major medical institutions and enabling prioritized access for emergency vehicles citywide.The system calculates and adjusts downstream green and red light durations beforehand to facilitate emergency vehicle passage. According to performance evaluations, the system supports approximately 3,000 emergency trips per month, reducing travel time by an average of 42 seconds per trip. This gain in critical &ldquo;golden rescue&rdquo; time, along with a 62.5% decrease in ambulance-related intersection accidents, significantly enhances traffic safety.",

    "Content": "According to data from the Ministry of Transportation and Communications&rsquo; &ldquo;Road Safety&rdquo; platform, Taipei has recorded zero fatalities in traffic accidents involving children under the age of 12 over the past three years (2022&ndash;2024). The average number of injuries per year is around 442, or about 169 per 100,000 people&mdash;the lowest among the six special municipalities in Taiwan.　　To create a safe and friendly traffic environment, Taipei launched the &ldquo;Pedestrian Safety in Taipei Plan&rdquo; in 2023. One key initiative, the &ldquo;School Pedestrian Safety Program,&rdquo; covers all 280 high schools and lower-level institutions in the city, mapping out safe routes for students and incorporates school crossing guard posts into overall safety evaluations, implementing cross-agency collaboration to ensure safe travel for students during school hours. As of October 2024, on-site assessments have been completed for all 147 elementary schools in the city, with improvement projects expected to be finished by the end of 2025.　　In terms of traffic safety education, the Department of Education has actively promoted awareness among children. In 2024, safety training was conducted for drivers of vehicles transporting young children and for preschool staff, with an 82% participation rate. Traffic safety training for school commuting was also held for elementary school staff, with 89% of schools participating, demonstrating a strong commitment to children&rsquo;s traffic safety education. The city continues to foster a collaborative, cross-agency effort to build a traffic-safe environment.　　In 2025, the city will continue advancing the &ldquo;Pedestrian Safety in Taipei Plan&rdquo; through cross-agency collaboration in engineering, education, law enforcement, and vehicle supervision. A new traffic safety campaign&mdash;&ldquo;I See You, You See Me&rdquo;&mdash;will promote mutual awareness and courtesy between pedestrians and drivers. The campaign aims to instill a culture where &ldquo;pedestrians make eye contact with drivers before crossing, and drivers yield upon seeing pedestrians,&rdquo; creating a safer and more pedestrian-friendly environment.",

    "Content": "The Taipei City Department of Transportation has collaborated with Gogoro to install the first electric scooter battery swapping station in the Maokong area, officially launched on February 6, 2025. Located in the parking lot next to the Taipei Tea Promotion Center, the station enhances convenience for local residents while providing tourists with a more eco-friendly transportation option. Additionally, the Department of Transportation continues to encourage visitors to take public transportation to Maokong. Those who take the Maokong Gondola up the mountain can enjoy unlimited free rides on the Maokong itinerant bus that entire day, making it easy to explore various attractions.Before this battery swapping station was installed, local residents inconveniently had to travel 7 kilometers to the vicinity of National Chengchi University to swap batteries. In response, local borough chiefs and business district associations proposed the &quot;Three Mao Plan 2.0&quot; to the city government.     "Content": "The Taipei City Government has long promoted green transportation to achieve the vision of sustainable low-carbon transportation. In addition to introducing public transportation fare incentives, the city has expanded the YouBike network and significantly increased the number of electric buses. The &quot;Megacity Pass 1200&quot; has sold a total of 87.18 million passes to date, with an average of 520,000 passes sold monthly, making it the most widely used transit pass in Taiwan. Additionally, four cities have jointly launched the &quot;Keelung-Taipei-New Taipei-Taoyuan My Carbon Reduction Account&quot; initiative, further encouraging the public to use green transportation to reduce carbon emissions. Furthermore, the number of YouBike stations has surpassed 1,505, and since the implementation of the first 30 minutes of YouBike rides free policy on February 28, 2024, daily usage has surged from 126,000 to 190,000 rides, marking a 50% increase&mdash;the highest usage rate nationwide. Since the launch of the Megacity Pass, as of November 30, 2024, total public transportation usage has reached 714 million rides, including 331 million for Taipei MRT, 255 million for city buses, 39.13 million for Taiwan Railways, 37.16 million for intercity buses, 29.8 million for YouBike, 16.78 million for Taoyuan Airport MRT, and 4.36 million for light rail. Public transportation usage in the first half of 2024 increased by 5% compared to the same period before the Megacity Pass was introduced.Since the launch of &quot;Keelung-Taipei-New Taipei-Taoyuan My Carbon Reduction Account&quot; on April 8, 2024, it has attracted over 320,000 participants, achieving a total reduction of 40,000 metric tons in carbon, and has also received support from 217 model enterprises and 141 companies, institutions, and schools. The initiative has earned the 2024 Sustainability Action Award (SDG11 Silver Award). In 2025, the initiative will introduce a &quot;reward redemption system.&quot;The YouBike system now has 22,000 bikes and 1,505 stations, with stations accessible within a 150-200m walking distance, making it one of the most inclusive public bike systems worldwide. Since the introduction of the first 30 minutes free policy, daily usage has increased 50%, with bike availability maintained above 90%. Public surveys show an 88% satisfaction rate, with 22% of users stating they have replaced some or all car/motorcycle trips with YouBike, effectively promoting green transportation. Furthermore, YouBike 2.0E electric-assist bikes were introduced on August 30, 2024, with 1,000 units currently in operation and plans to expand to 4,500 units by 2026, offering a new low-carbon commuting option.To achieve full electrification of city buses by 2030, the Department of Transportation continues to subsidize the replacement of diesel buses. As of December 20, 2024, Taipei has deployed 712 electric buses, the highest number in Taiwan, and is expected to surpass 1,000 electric buses in 2025.     "Content": "During the 2025 Taipei New Year Countdown Party, the Taipei City Government will implement a three-phase traffic control in the Xinyi District from 7:00 PM on December 31, 2024, to 3:00 AM on January 1, 2025. During this period, vehicle access will be restricted within the control zones (see attachment for details). The public is strongly advised to avoid driving in restricted areas and opt for MRT, buses, and other public transportation instead.The Taipei City Traffic Engineering Office&nbsp;(hereafter referred to as the TEO) notes that since December 31 is a weekday, New Year&#39;s Eve traffic will coincide with regular evening rush hour. Based on past years&rsquo; data, traffic congestion around the Xinyi District will begin in the afternoon and persist into the early hours of New Year&rsquo;s Day. Furthermore, heavy traffic is expected on the following major roads before and after the event: Keelung Road, Civic Boulevard, Zhongxiao East Road, Ren&#39;ai Road, Xinyi Road, Guangfu South Road, Dunhua North Road, Bade Road, and Xinhai Road. Delta Electronics stood out for its active promotion of public transportation and green vehicles, as well as its participation in the &ldquo;EV100 (Electric Vehicle&nbsp;100%).&rdquo; By offering incentives for employees and visitors to use low-carbon transport, Delta reduced a total of 17,805 tons of CO₂ emissions from employee commutes globally in 2023, making it the most outstanding enterprise in terms of ESG reporting in the program.     "Content": "The Taipei City Government has announced that micro electric two-wheel vehicles must purchase mandatory insurance and pass vehicle inspections to obtain a license plate before November 30, 2024, to be road-legal. As of August 2024, the Taipei Motor Vehicles Office stated that over 5,000 such vehicles in Taipei have completed registration. Vehicle owners who fail to comply will face fines ranging from NT$1,200 to NT$3,600 and prohibited from driving unregistered vehicles.Registered micro electric two-wheel vehicles may park in roadside motorcycle parking spaces (except time-limited spaces). However, unregistered vehicles are prohibited from using these spaces and will be removed under Taipei&rsquo;s local traffic regulations.From January to July 2024, Taipei recorded 990 traffic violations involving micro electric two-wheel vehicles. The top 3 violations were failure to wear a helmet, improper parking, and riding on sidewalks. To ensure pedestrian safety, The Department of Transportation has announced that these vehicles are banned from sidewalks and city bike paths (except riverside bike paths). Additional regulations include: riders must be at least 14 years old; helmets and mandatory insurance are required; passengers are not allowed; passengers, drunk driving, and unauthorized modifications to electronic systems or specifications are prohibited; maximum speed limit is 25 km/h. Starting November 30, 2024, license plates will be mandatory for all micro electric two-wheel vehicles to legally operate on the road.",

As of July 2024, the Taipei City Parking Management & Development Office (PMDO) had installed 650 charging stations in 165 public off-street parking lots, with plans to reach 1,200 stations by the end of the year.To improve service quality, PMDO has outsourced EV charging station operations and maintenance to private contractors, implementing a user-pays system. Starting August 23, 2024, 73 charging stations adopted a per-kWh pricing model, replacing differential rate pricing, with full implementation expected by year-end. As of June 2024, the Department of Transportation reported that about 26% of rentals in Taipei have yet to be insured. The department urges those without insurance to register for free insurance on the YouBike official website or app so they can rent YouBike2.0E and ride with greater protection. Those who have already applied for public bicycle injury insurance can rent YouBike 2.0E without reapplying.To enhance user protection, the Department of Transportation highlights that, since 2018, Taipei, New Taipei, and Taoyuan have offered public bike injury insurance and third-party liability insurance to protect riders in case of incidents resulting in death, disability, hospitalization, as well as injuries or fatalities caused to third parties.     "Content": "The Taipei City Transportation Department (hereafter referred to as the Department) announced that from now on, individuals aged 18 and above can obtain free training for standard heavy motorcycle licenses. Regardless of residency, training fees of those who enroll in both driving training and road safety training courses and obtain their heavy motorcycle license will be waived. Spots are limited, and the Department encourages enthusiastic registration. According to city traffic accident data, there has been an average of 22,134 motorcycle injuries and fatalities annually over the past 3 years, accounting for 77% of all accidents. To enhance motorcycle riding safety and defensive driving skills, the Department has provided training subsidies since August 2012 to encourage participation in motorcycle training. In 2023, aligning with M.O.T.C. Highway Bureau&#39;s road safety training subsidy program, the Department provided additional subsidies for &quot;road safety training&quot; post-license acquisition to further improve riding skills and adherence to traffic regulations.For 2024, 3 subsidy programs are available from now until December 6, 2024 (or until spots are filled).     "Content": "In the Traffic Safety Year of 2024, Taipei City&#39;s Traffic Engineering Office(hereinafter referred to as the Traffic Engineering Office) has continuously implemented the Leading Pedestrian Interval Plan in adherence with the Taipei Traffic Safety Plan to ensure the safety of pedestrians crossing intersections. As of 2023, this plan has been carried out at 345 intersections near 280 schools (senior high/vocational level and below) in the city, as well as 1 main road in each of the 12 administrative districts. By the end of February 2024, a total of 970 intersections(about 35% signalized intersections) had installed leading pedestrian intervals in the city, its implementation rate ranking first nationwide. According to the 2023 Satisfaction Survey of Pedestrian Improvement Infrastructures, approximately 85.7% of respondents supported this initiative.&nbsp;The Traffic Engineering Office will continue expanding this to the &ldquo;Eight Horizontal and Eight Vertical&rdquo; main roads in 2024, major and minor main roads in 2025, and all intersections with 4 lanes or more in 2026. Leading pedestrian intervals will be listed as a basic configuration of signalized intersections to ensure the safety of pedestrians ultimately aiming for zero pedestrian fatalities.&nbsp;Additionally, to better meet pedestrian road-crossing needs and relieve mainline traffic flow, some intersections in the city are equipped with pedestrian-activated signals. These signals operate in flashing mode during normal times and the three-color signals are activated only after triggered by pedestrians. There are currently 327 intersections with pedestrian-activated signals in the city, some built earlier with button instruction signs. In recent years, the instructions have been changed to stickers with clear and easy-to-understand descriptions. The Traffic Engineering Office will change such instructions to sticker form for intersections with 6 lanes or more and crosswalks within road segments by the end of March 2024, as well as all other intersections citywide by the end of June 2024.",

For those who report card loss for the first time in the year, the EasyCard company will refund the balance after deducting NTD$40 (NTD$1200/30 days) multiplied by the number of days passed, plus a refund handling fee of NTD$20.     "Content": "&nbsp; &nbsp; A series of &ldquo;Bus Kindness Campaign&rdquo; events, Department of Transportation, Taipei City Government, Taipei City Public Transportation Office (hereinafter referred to as the PTO), and the Taipei City Bus Joint Management Committee held the 16th Bus Kindness Campaign Award Ceremony today (the 16th). Deputy Mayor Shu-Chuan Lee was invited to award and commend various bus operators, thanking the drivers for working tirelessly to serve each passenger, allowing passengers to ride the bus at ease. Due to the lifting of the pandemic this year, the transportation volume of buses in Taipei City has gradually returned to how it was before the pandemic. Compared with the transportation in the same period last year, there was a 16% growth in the transportation volume. Each driver has patiently assisted and provided considerate services for passengers. The satisfaction rate of the drivers have exceeded 90%, and their service quality is something that everyone recognizes.&nbsp; &nbsp; The three most popular drivers who won awards at the 2023 Bus Kindness Campaign &ldquo;Operate with Safety, Happiness without Barrier&rdquo; were drivers Yen-Chih Shen of Shin-Shin Bus, Lin-cheng Tsai of San Chung Bus, and Chi-sheng Su of Metropolitan Transport. Their warm and friendly service and their actions to uphold justice were deeply touching. According to statistics from January to October of 2023, 22% of the serviced passengers were those with concessionaire cards (those over the age of 65 and those registered with having a disability). Therefore, the PTO continues to assist bus operators and drivers to follow standard of operations regarding driving safety and assisting passengers with special needs. People were deeply moved by the three popular drivers who won this award due to their warm and friendly actions, as well as their considerate and diligent service. When driver Yen-Chih Shen noticed a passenger taking care of a child alone, and saw that the height of the stroller is quite high and difficult to move, so Shen took the initiative to ask the passenger which stop the passenger was getting off at, and helped the passenger carry the stroller off the bus without being asked. Shen&rsquo;s considerate gesture received praise from the passenger, and the passenger sent a small gift to express gratitude to Shen. This positive interaction raised the service quality. One day, when driver Lin-cheng Tsai was driving bus route 299 on Zhongxiao Bridge, a female passenger reported that she had been sexually harassed. After asking the female passenger&rsquo;s consent, Tsai assisted in calling the police. In order to prevent the suspect from escaping, Tsai drove slowly on the bridge, and after getting off the bridge, Tsai worked with the police to arrest the suspect and assisted the female passenger in identifying the suspect. The other passengers praised Driver Tsai&rsquo;s heart of righteousness. While driving, driver Chi-sheng Su once had a passenger who was not feeling well and fainted. At that time, Su immediately stopped the bus on the side of the road, and calmly placed a coat under the passenger&rsquo;s head, and continued to comfort the passenger until the ambulance arrived. The other passengers were in awe after seeing this action. Su also did not forget to thank the other passengers for waiting patiently and for showing how civilized Taipei citizens are.&nbsp; &nbsp; In this series of the Bus Kindness Campaign events, the public could experience the daily life of bus drivers through online experience activities. This builds a bridge of friendship between the public and drivers, making the public aware that the work of drivers is not only to drive safely, but also to optimize the passenger experience! People even left messages of support for the drivers, &ldquo;Taipei is convenient only because of you,&rdquo; &ldquo;Taiwanese drivers are the best!&rdquo; &ldquo;I once encountered a passenger in a wheelchair while taking the bus.     "Content": "&nbsp; &nbsp; There are many year-end parties, the Department of Transportation (hereinafter referred to as the DOT) reminds that the Road Traffic Management and Penalty Act has been revised and implemented, and the penalties for drunk driving has been increased. As long as the driver has been drunk driving or refuses to test for drunk driving, the license plate will be removed on site and the vehicle will be towed to the storage facility. In addition to the relocation fee, a storage fee will be charged while the vehicle is in the storage facility (NT$100/half day for cars, NT$25/half day for motorcycles). During the period of 2 years in which the license plate is suspended, the vehicle cannot be driven on the road. The driver needs to hire a tow truck to tow the vehicle away. For 2023, as of November, Taipei City has executed 2,838 license suspension cases, of which 1,351 on-site license suspension cases (549 car cases; 802 motorcycle cases)were executed under the new regulations starting from June 30th. We ask that companies remind their employees to &ldquo;not drive if they know they will be drinking, and find a designated driver if they do drink&rdquo; when the companies want to hold banquet parties.&nbsp; &nbsp; The DOT stated that it has set a reference fee for designated driving services as a reference for people. The fare within 10 km will not exceed NT$1,000, and for every 2 additional km, the fee will not exceed NT$100. There are already 9 operators in Taipei City that provide designated driving services. If there is a need for designated driving services, you can call the local toll-free taxi hotline 0800-055850, ext. 6 from a landline, or call 55850, ext. 6 from a cell phone (for a fee). You can also use the Fun Travel in Taipei app or 7-11 ibon kiosk to call for a taxi.&nbsp; &nbsp; Designated driving operators will also provide relevant discounts. For example, 55688 Designated Driving (Taiwan Taxi Fleet) provides NT$100 cash coupons for partnering restaurants, people will get a NT$100 discount for taxi fare when paying with cash, and people can also receive a NT$330 designated driving voucher at partnered trusted stores. There is an additional discount launched for December, from now until Dec. 31st, 2023, download the 55688 app and bind a credit card to the app to exchange for a NT$600 taxi voucher (three NT$200 vouchers).     "title": "Through the Efforts of Mayor Chiang after Taking Office, Traffic Environment has Gradually Improved",
    "Content": "&nbsp; &nbsp; Since taking office, Mayor Chiang has been focusing on transportation policies, which mainly includes getting rid of the living hell traffic for pedestrians, reducing carbon emissions with green transportation, and improving transportation for Neihu Technology Park. Pedestrian fatalities and injuries in Taipei City have dropped from 203 in January of this year (2023) to 142 in November. The Nov. public opinion survey showed that 88% of the public felt that more vehicles are stopping to let pedestrians pass, which is an improvement, and the satisfaction rate has reached 80.4%. In addition, an interview was conducted regarding the implementation of the &ldquo;Motorcycle out of Verandas and Sidewalks 2.0&rdquo; on three streets this year (2023), the support rate reached 83.7%. In terms of carbon reduction with green transportation, after the implementation of &ldquo;Megacity Pass,&rdquo; the number of passes sold in October reached 570,000, and the transfer rate from private transportation to Megacity Pass reached 7.33%. The results exceeded expectations.&nbsp; &nbsp; Regarding the situation of having no YouBikes at some stations, after adding more bikes, the rate of seeing YouBikes at stations has increased from 80% to 90%. The traffic problem at Neihu Technology Park has been a tough issue for all the past mayors. After Mayor Chiang took office, he immediately set up a task force. The calculated average travel time during weekday afternoon peak hours (17:00-19:00) in 2023, has decreased by about 6-13% compared to that in January to March of last year (2022). This is the result of the efforts of the city mayor, the Department of Transportation (hereinafter referred to as the DOT), and all the teams within the city government.&nbsp; &nbsp; After CNN&rsquo;s featured report on the living hell traffic for pedestrians early this year, it attracted a lot of attention from the society. The city government immediately established a task force focused on creating a pedestrian area that is coherent and safe and have implemented this in a planned manner. Among which, getting motorcycles out of verandas and not allowing motorcycles to go on sidewalks are to mainly ensure and maintain the basic safety of pedestrians. This will first be implemented on road sections with more tourists. &ldquo;Motorcycle out of Verandas and Sidewalks 2.0&rdquo; will be implemented on five road sections by the end of this year (2023), and in order to mitigate the impact, at least 70% of parking spaces for motorcycles will be maintained to meet local demand. Also, through converting some of the parking spaces for cars to that for motorcycles, as well as actively reviewing public and private land use and deformed land to construct off-street parking lots, 1,295 parking spaces for cars and 955 spaces for motorcycles have been added this year (2023).&nbsp; &nbsp; In terms of the safety at intersections, the support rate of expanding the implementation of pedestrian scramble and leading pedestrian interval is 85.7%, and the satisfaction rate of implementing a regular traffic signal (instead of a flashing traffic signal) in the early morning hours at 413 locations is nearly 80%. Yellow pedestrian crossings at intersections have also been gradually implemented around schools. Through law enforcement and dissemination through education, pedestrian fatalities and injuries have dropped significantly.&nbsp; &nbsp; After Mayor Chiang took office, he focused on promoting the &ldquo;Megacity Pass.&rdquo; Since it was launched on July 1st of this year (2023), a total of 2.6 million passes have been sold and the number of uses for the various means of transportation has reached 201.71 million. According to a questionnaire survey, the satisfaction rate of the public has reached 98% and the transfer rate from private transportation to Megacity Pass is 7.33%, which is actually higher than the original estimate of 5%. According to statistics, from July to Oct. of this year (2023), the city&rsquo;s overall transportation volume of public transportation increased by 14%-27% compared with that of last year.&nbsp;&nbsp; &nbsp; Regarding the &ldquo;First 30-Minute Free&rdquo; policy for YouBike that will be implemented in 2024, the DOT conducted a questionnaire survey among car and motorcycle users in July of this year (2023), and the results showed that there was a support rate of 79.4%. In November, another questionnaire survey was conducted among YouBike users, and there was also a support rate of 86.3%. As for the public concern of having no bikes at stations for rental, according to the analysis of the DOT, the main reason is that the number of bikes were not immediately added after the withdrawal of YouBike 1.0, and the public sometimes faced the situation where there were no YouBikes to rent. After Mayor Chiang took office, 1,780 YouBikes were added in May 2023. The availability rate of YouBikes at stations in Taipei City increased from 80% in May to 85%. In addition, under the suggestion and strategy of dispatching optimization provided by the Urban Intelligence Center, an additional 1,500 YouBikes is to be added in December (currently 1,075 have been added). The latest data showed that the availability rate has increased to 90%. In 2024, an additional 6,000 YouBikes is expected to be added. Meanwhile, dispatch optimization will be expanded to the entire city with big data. The city government is already prepared to implement the &ldquo;First 30-Minute Free&rdquo; policy next year.&nbsp; &nbsp; As for the recent public concern about the construction of the MRT Circular Line Eastern Section, it will indeed have an impact on the transportation at Neihu Technology Park. The Department of Rapid Transit Systems and the DOT will invite experts, scholars, and local enterprises to hold a meeting in the near future to jointly discuss plans to maintain local transportation, collect a wide-range of opinions, propose more concrete response measures and supplementary measures, and to think of ideas together with the local enterprises so as to jointly face the challenges during the construction period. As for Danbei Rd., visitations and communication have been conducted with the locals. New Taipei City&rsquo;s Traffic Maintenance Plan will also be submitted in advance before the end of December this year (2023). The DOT will conduct the review in the most rigorous manner so as to reduce the impact on the traffic in Taipei City.&nbsp; &nbsp; Following the development of urbanization and the lifting of the pandemic, the number of vehicles in Taipei City has been increasing and transportation has been subjected to greater challenges. Wanting to change from &ldquo;vehicle-centered design&rdquo; to being &ldquo;pedestrian-centered design&rdquo; so as to construct a traffic environment that is pedestrian-oriented, friendly, and safe, is not something that can be achieved overnight. Statistics show that the ratio of having insurance coverage in November 2023 has increased from 49.4% at the end of 2022 to 63.5%. After the lifting of the pandemic this year, in response to the increase of foreign tourists visiting Taiwan, a new function for insurance coverage with passports was added to provide our foreign friends with an additional layer of protection when touring the city with YouBike.&nbsp; &nbsp; The DOT pointed out that the coverage for YouBike Personal Injury Insurance is free of charge and can provide an additional protection for riders. To help the public know about this information, in addition to sending free insurance information through text message reminders, and posting this information on YouBike parking pillars and on YouBikes, the screen on YouBikes will also remind the public to insure the YouBike Personal Injury Insurance when renting them. However, through a questionnaire survey, the DOT found that 37% of the uninsured do not know about this information, 30% of the respondents feel that their YouBike usage rate is low and do not need to insure, and 20% do not want the hassle of having to fill in the information for the insurance. The DOT reminds that personal injury insurance is under the category of insurance of the person stipulated in the Insurance Act. The legal name, National ID No. (or Passport No.), and date of birth must be entered, and the insured must give their consent for this to be effective. Pedestrian scramble is implemented during the hours of &quot;07:00-08:00, 12:00-12:30, and 16:00-18:00 on school days.&rdquo;&nbsp; &nbsp; Considering that the aforementioned intersection is near Shuanglian Elementary School, there is a large flow of students and vehicles during the hours when students are heading to and getting out of school, and there is often interference between turning traffic and pedestrians crossing the road. Each household will be issued with one pass.     "Content": "&nbsp; &nbsp; The underground parking lot of Xinhe Elementary School in Wanhua District, Taipei City (the entrance and exit to the parking lot is located in Ln. 416, Sec. 2, Zhonghua Rd., Wanhua Dist.), with 304 parking spaces for compact cars, 16 for large displacement motorcycles, and 56 parking spaces for scooters. The trial operation will begin after the opening ceremony held jointly with the school today. During the trial operation, there will be no fee charged parking, and charges will start from 12:00 A.M. on January 1st, 2024. The public is welcome to use the parking lot.&nbsp; &nbsp; The Taipei City Parking Management and Development Office (hereinafter referred to as the PMDO) stated that Xinhe Elementary School is close to a residential area. With the renovation of the school and the opening of the parking lot, this can help improve the teaching environment and relieve alley and lane parking in the community. In addition, with the opening of the parking lot, surrounding traffic facilities will also be adjusted simultaneously. For example, measures of getting motorcycles out of verandas and sidewalks, adding marked sidewalks, and adjusting roadside parking spaces. These are to provide and optimize the pedestrian space in alleys surrounding the school and transform the community environment. We anticipate that the daily life of community residents will be taken care of and the regional parking needs will be met while reorganizing the school district environment.&nbsp; &nbsp; In accordance with the &ldquo;Taipei City Public Parking Lot Fee Autonomy Ordinance&rdquo; and taking into account the parking rates of nearby parking lots, the PMDO has set the rate as NT$30 per hour for compact cars (including large displacement motorcycles), NT$4,800 for full-day monthly passes for compact cars, NT$2,400 for full-day monthly passes for large displacement motorcycles, NT$10 per hour for scooters, with a maximum fee of NT$20 for that day (fee will be calculated separately for the following day), and NT$300 for full-day monthly passes for scooters. The preferential parking measures for residents in the nearby areas are as follows:(1) Residents registered in the area where the parking lot is located (Xin&rsquo;an Vil., Wanhua Dist.) can enjoy the preferential price of full-day monthly passes for compact cars at a rate of NT$3,360 per month.(2) Residents registered within a 300-meter service radius around the entrance and exit of the parking lot (Xinzhong Vil., Xinhe Vil., Tengyun Vil., Zhongzhen Vil., Shoude Vil., Quande Vil., and Rishan Vil. in Wanhua Dist.) can enjoy the preferential price of full-day monthly passes for compact cars at a rate of NT$3,840 per month.(3) For the registered residents mentioned above, preferential monthly parking passes must be purchased with their ID card and vehicle registration (the vehicle applied must be owned by the person, spouse, or an immediate family member).&nbsp; &nbsp; The PMDO stated that after the parking lot opens, it will provide the public with a new, clean, and safe parking space, and the public is welcome to use it.",
