The Taipei city government held the “2011 Taipei City Blue highway Accident Prevention and Rescue Drill” at 10:00 am on October 27 at the Dadaocheng Port with the purpose to reinforce blue highway operational security and rescue capability.
Commented by the Taipei Public Transportation Office, this drill simulated that a Taipei Blue highway sea craft, “Skipjack No. 1” had its engine on fire with oil leakage. It began with the captain’s lifesaving instructions to his crew members including an attempt to put out the fire with fire distinguishers and reporting to 119 immediately. When the fire scale became larger, passengers were guided to wear life jackets and wait for rescue. The reporting started up the nearest fire control system. An accident response center was established by the Taipei City Department of Transportation. Relevant disaster rescue units after received the reporting also joined the rescue team. A signal flare was fired off to inform other sea crafts to come and rescue the affected boat. During the second stage of the drill, it simulated when oil leakage occurred, it was reported to the Department of Environmental Protection and the Hydraulic Engineering Office of the Taipei City Government to block the spread of leaked oil.
More than 100 people from Blue highway business operators, departments of Taipei City Government including Fire Department, Police Department, Department of Health, Department of Environmental Protection and Hydraulic Engineering Office, and Taipei City Hospital participated in this drill. There were more than 10 various types of rescue vehicles involved, crafts, lifesaving speedboats and water motorcycles. The drill was almost real and it was a success to simulate rescuing various kinds of disasters. Its outcome was positive to the safety of Blue highway operation.
”More preparation will reduce more loss”, the drill was conducted under collaboration of many governmental units. While software and hardware functions of the disaster rescue and life saving system have been strengthened, our city citizens and tourists’ security while traveling by Taipei City Blue highway will be guaranteed.
