Are the disabled who have no cars (and thus, cannot apply for a special parking identity) eligible for preferential parking when they are driven by another person?

Since the new preferential parking measures for the disabled went into effect on March 01, 2006, a disabled individual must present the originals of the parking identity of the disabled, disability handbook(disability identifications), vehicle license to complete the parking preference application procedure. No parking preferences will be granted to a disabled individual who cannot present the required certificates, or if the certificates are not correct or expired. In such case, the disabled must pay the parking fee.
