How have preferential parking measures for the disabled changed since March 1, 2006?

underground parking lots, or 24hr parking lots on the ground has been changed to free parking for the first 4 hours and 50% off from the 5th hour, and free parking for the first 4 hours and full fee from the 5th hour at roadside parking spaces(including public parking lots on the ground and under bridges where the parking fee ticket is issued manually).
Disabled drivers or passengers who wish to be exempted from parking fees should present three certificates (parking identity (or special disabled vehicle license plate) of the disabled, disability handbook(disability identifications), vehicle license). In coordination with the new measure of 50% off from the 5th hour at off-street parking lots, a monthly parking ticket at half price is provided for the disabled. For a vehicle that is registered in the name of and driven by a disabled person, the monthly parking ticket can be bought from an off-street parking lot for the vehicle by the parking identity (or with the special disabled vehicle license plate) of the disabled, disability handbook, vehicle license (all these documents must belong to the same person).
