I parked my car in a special loading/unloading parking space and received a ticket. Why?

We set aside special loading/unloading zones only for loading/unloading. The words "For Unloading Only" are marked on the ground of the parking space, with a sign showing "For Loading/Unloading Only" posted by the side thereof. Cars and vans are not actually being loaded or unloaded should not occupy this parking space.
