Nangang Bus Station was planned in order to meet the needs of travelers heading east out of the Greater Taipei Area on national highway intercity buses, cope with increased future travel demand due to the East District Gateway Project, and reduce the current excessive congestion on national highway intercity bus routes in Western Taipei. The build-operate-transfer (BOT) model was chosen for construction of the station, and on December 14, 2020 an investment contract was agreed with Shin Kong Life Insurance Co., Ltd (hereafter referred to as Shin Kong Life Insurance).

The Nangang Bus Station BOT project will be built by Shin Kong Life Insurance, with 4 stories below ground and 19 above ground for the bus station and commercial buildings. The bus station itself will be built on the ground floor, with 9 passenger boarding platforms and 4 backup platforms. In addition, it will connect to Taiwan Railways, High Speed Rail and MRT via a sky bridge and underground levels, creating a transit hub for trips to and from Keelung, Yilan, Hualien and Taitung. The groundbreaking ceremony was held on November 4, 2022, and the project is expected to reach completion and enter use in 2025.
